The annual index, published by the International Institute for Management Development (IMD) in Switzerland, evaluates 148 cities based on how effectively they use technology to improve residents’ quality of life, governance, mobility, healthcare, public services and sustainability. Unlike many rankings, the IMD Smart City Index places significant emphasis on residents’ experiences and perceptions.
Dubai Leads the Arab World
Dubai's sixth-place ranking reflects the emirate's continued investment in digital transformation, smart infrastructure and citizen-focused services. The city has become a global benchmark for integrating technology into everyday life, from digital government services and AI-powered initiatives to intelligent transport systems and smart urban planning.
The ranking also positions Dubai as the highest-ranked city outside Europe in the IMD Smart City Index for the second consecutive year.
Abu Dhabi Joins the Global Top 10
Abu Dhabi secured 10th place worldwide, reflecting the UAE capital's progress in digital governance, public trust, infrastructure and technology-driven public services.
The IMD report awarded Abu Dhabi top ratings for both its technological capabilities and urban infrastructure, highlighting the city's commitment to building a connected and future-ready urban environment.
