DUBAI REPLACES LABELS WITH PEOPLE OF DETERMINATION
The UAE has emerged as a regional champion for inclusion, shedding antiquated terminology and replacing it with the proud term of People of Determination (PoD). The initiative, launched under the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, embodies the spirit of positivity for the ability to excel and everything others may be able to offer in building a better future. It is not just a change in language; it comes as part of national strategy characterized by inclusivity, equality of opportunity and participation.
UAE's Commitment to Empowering People of Determination
In 2017, the UAE launched the National Policy for Empowering People of Determination complementing its inclusive vision. Underpinned by Federal Law No.29 of 2006 the policy guarantees equal access to education, training and employment, as well as healthcare and public services, with safeguarding mechanisms in place for the rights of People of Determination.
Key initiatives include:
The availability of equal opportunity in education, healthcare and employment.
Easier navigation through government services via the People of Determination Card.
Public transport which is accessible and general infrastructure barrier-free
Policies that promote dignity, autonomy and social integration.
Zayed Higher Organisation Leads Inclusive Initiatives
The Zayed Higher Organisation for People of Determination (ZHO) is the primary body in charge of supporting people with disabilities and empowering them throughout the UAE. It is an organisation dedicated to rehabilitation, education and advocacy whilst supporting equality of opportunity.
ZHO is also helping raise awareness for disabilities worldwide by:

Starting new projects like an online mobile sign language lexicon.

Collaborating with the public sector to enhance access and inclusion.
Dubai and Abu Dhabi Police Enhance Inclusive Policing
Given the challenges that People of Determination might experience while dealing with police officers, both Dubai Police and Abu Dhabi Police have adopted specialized training programs to communicate respectfully.
Their initiatives include:

Disability sensibility and de-escalation training of officers.

Sign language & Braille workshops.

Wearing a Sunflower Lanyard to signal that an individual has a non-visible disability.

Disability liaison officers to assist inclusive policing.

Useful simulator programmes, such as airport interaction training for those with autism.
Building a More Inclusive Future
By legislations like Laws on Equal opportunities for People of Determination (PD) and more open infrastructures along with policing the UAE continues to create a seamless society where everyone can become equal contributing members who participate confidently and without limitations in every aspect of public life.
