Dubai tenants using Smart Rental Index to negotiate rent reductions
With the property market appearing to soften, there is increased use of the Smart Rental Index by Dubai tenants to negotiate lower rent. The index has become a useful tool for renters, with real estate experts saying they can look at it when landlords want to raise rent above the average for their property type or go substantially beyond what the index recommends.
The Smart Rental Index, which was launched in January 2025 by the Dubai Land Department, is also used to assess buildings according to location and construction quality, maintenance standards, available facilities and general condition of property. This provides tenants and landlords with blind access to the same benchmark data, leading to a more transparent rental market.
How the Smart Rental Index Benefits Tenants
The index is likely to make rental negotiations -- which, in recent years had skewed heavily in favor of landlords -- more straightforward as there was an official reference point for renters and landlords to negotiate against.
Key Benefits:
-
Aids renters to determine whether a rent increase is deserved.
-
Provides transparent market-based rental benchmarks.
-
Minimizes disputes in negotiations during the lease renewal process.
-
Boosts confidence and stability across Dubai's rental market
-
Using this information, experts observe that tenants who locked themselves into leases during booms in rental growth now have a stronger rationale to negotiate renewal terms based on prevailing market conditions rather than speculation.
New Supply Eases Rental Pressure
Property consultants said that rental growth has slowed in some communities while some have seen rents drop because of an increase in housing supply and a natural market correction. Apartment rents have softened to some extent from highs seen in the first quarter but villa rents are still relatively strong compared with a year ago.
Factors Driving Rent Moderation:
-
Supply of residential property new builds across Dubai
-
Healthier competition among landlords.
-
Reduce demand growth years after years of rapid expansion.
-
More reliance on data-driven pricing via the Smart Rental Index.
Industry experts also note that the index has incentivised landlords to keep their properties in good working order, with property quality and classification affecting rental pricing at a granular level for the first time. Such an evolution is projected to drive improvements in the standard of rental units and move Dubai closer towards a more professional, open real estate market.
Tenant bargaining power is on the rise, as more stock comes onto the market and with greater price transparency, resulting in some stronger positions when negotiating lease renewals and getting improved leasing terms across the emirate.
