RIYADH — Saudi Arabia has reinforced its animal welfare protections, warning that cruelty, neglect and other prohibited practices can lead to significant penalties under the Kingdom’s animal welfare framework.

The Ministry of Environment, Water and Agriculture (MEWA) has repeatedly stressed that it will take action against individuals and establishments found violating animal welfare requirements. The rules are intended to protect animals from mistreatment while establishing clear responsibilities for owners, breeders and facilities.

What Counts as Animal Cruelty?

Saudi authorities have identified a range of practices that can constitute animal welfare violations. MEWA has also previously prohibited practices such as using cosmetic fillers or Botox on animals and certain unnecessary procedures unless medically justified.
